The Punjab and Haryana High Court today asked the state government to file an affidavit on the setting up of district agricultural debt settlement forums
The directions came on a petition seeking stay on the recovery of debts and loans from farmers and others in the farming sector till the setting up of settlement forums and tribunals for arresting suicides.
The Bench was told that the government took almost 80 years to implement provisions of the Punjab Relief of Indebtedness Act, 1934. Yet, conciliation boards were not established.
Describing himself as a “public spirited person and enlightened member of society”, petitioner Lt Col Jasjit Singh Gill has also sought directions for preventing the charging of exorbitant rates of interest by banks and commission agents. Directions were also sought for maintaining account books to be eligible for recovery of debt as per Punjab Regulation of Accounts Act, 1930.
His counsel Gurinder Singh Lalli contended that the state came out with “The Punjab Settlement of Agricultural Indebtedness Act, 2016” for providing relief to agriculturists, agricultural labourers and other persons dependent upon agriculture. The Act also provides for fair and expeditious settlement of debt-related disputes.
